For me the guy I had to turn the quest in to was the Gek. The construction or builder or whatever he was called, not the science guy. Its taking a few times talking to the npc tho to get it to progress.

If you do quests for that first base npc you get, he will teach you how to make Voltaic Cells. You then use those to make big crates to store your stuff in at your base. I bought the game back at release, played for a month then quit like everyone else. I just started playing the new update and...
