So spawn ability is gone from the Carrack as well?
Not at this time. Last word I can find is eventually. But everything is, of course, subject to change. Ideally, you wouldn't respawn but be treated in the Carrack or 890J. And if full regeneration was required the Carrack or 890J, or even a Cutlass Red, can take you to where you need to be without needing a respawn.

Respawns are, eventually, supposed to be bad.

Part of the problem at hand is that CIG has not fully explained the injury levels and related treatments. So, more to come.

Conceptually though, it seems to run along these lines -

medpen = mask symptoms
multitool = mask symptoms with less chance of overdose
magic med raygun = better healing through chemistry? Again, long term goal is that this masks symptoms longer with less side effects. See Richard Tyrer's comments in ISC
Tier 3 - heal minor wounds, stabilize worse for transport
Tier 2 - heal major wounds, function as respawn. Carrack, 890J, space stations. Explained in linked video
Tier 1 - any injury that can be healed, only found at hospitals in major landing zones (edit: and certain ships)
