I don't think you've played enough sandbox games... 80% of the players are gonna be carebears who just want to get rich in-game. To hire escorts they will have to pay at least as well as running missions does. This will cut into their profit margins so heavily that they will prefer to compete...

most players are really risk-averse very few will want to transport goods through pirate infested space so piracy will be mostly vs. NPCs a lot will depend on how well it pays good pay, lots of pirates lots of pirates, lots of opportunity for bounty hunters et cetera
