I feel exploring can be an extremely immersive way of playing, and get you into more then your normal share of PVP if done right too, or even act as counter intel against or FOR piracy. Imagine delaying or sabotaging the distress signals, jamming it, redirecting it, or out right stopping it during that time, as a counter intel operative and then performing whatever action of piracy.

Either way, it should be left to the players to find evidence of crimes this way and report it, for cashin rewards, but those of us with science and research facilities or willing to play some specialised mini games, we can cash the data in after decrypting the raw information gathered and make a more accurate report. This would save time, and possible be more accurate, and allow more severe consequences to the offenders reported etc..

What if this even allows to speed up insurance claims for ships! Exploring has SOOO much to offer. I want it to be the funnest thing to do and most immersive to get into ! It could involve dozens of different hacking minigames and triangulations.. there should be reward for extra effort and then again some reward capable just for flying to a wreck and scanning it automatically too, and reporting it to a science facility/authority/whomever.

To some extent, but fighters carry extra armor, shields and weapons that will cut down on range. They may also lack the dedicated sensors that are necessary for exploration, or have sensors optimized for combat rather than exploration. Not saying you can't do it, or that you can't re-jigger your Hornet to be an explorer, but increasing exploration capabilities will probably necessitate a reduction of combat capabilities, unless you're willing to spend a good bit more.
