Yes. They mentioned this during the Holiday Live Stream as well, if I'm not mistaking.

That is what was meant by "quarterly releases" as stated during Citizencon and the recent holiday SQ42 livestream.

They plan on releasing whatever is ready at the time of quarterly release instead of waiting for stuff to be done before giving it to us (ex: waiting about a year for 3.0)
