Yes its true, I have just ordered the necessary parts to build a new computer. That means I can actually play Star Citizen in the near future and be horrible at it. That should be really nice! I have been looking to do a similar setup with just one 1070.
For this budget, I would go with a 6600k and a CM Hyper 212 EVO and throw that extra money at a GTX 1080. My 6700k doesn't overclock anywhere near as well as I would like even with an H110i GTX... so I wouldn't say its worth the upgrade.

I haven't found a separate thread for rigs in general so I hope no one will mind if I hijack this one. I am very curious about those using gaming controls to fly, if they feel they have more control over gimbles and such, and I am curious what people think of using a touchscreen for weapons. if you can simply tap where you want to shoot, would that be faster, easier, more intuitive or woulda gaming controller, stick or mouse be faster? I am curious about stuff like this:

70" at I20 hz should look pretty impressive, and mounted to a gaming chair just seems like twenty-first century interior design run wild. Could be great fun, and the prices will crash before I'm ready to buy. 70" touchscreens are still pretty new. They won't be in six months, and the manufacturers need to move into the gaming sector.

Controllers are highly intuitive... I highly recommend voice attack. Its only $10 and I've only had it for a short amount of time but I love the HCS voice packs for voice attack and it really does take a load off of finding controls. With a handheld controller, it would make even more of a difference. I'd invest in that before shelling out $8k.... which is kind of silly.
