There is a bug in salvage. When you unload your crated material and the buffer material, then log out or switch to another server, the buffer will refill. I am not sure if you need to cycle into salvage mode for this to happen, I noticed it a couple times when I would get to the next mission site if I had switched servers (due to server degrading) or when I went to the first mission after logging back in from salvaging the previous day. There is really no way I know of to avoid this bug, but be careful not to make it look like you are purposely server hopping for free RMC.
