Resizing Avatars?

For some reason, no matter how small I make a gif - in this case 30kb, the forum gremlins won't let me upload it as an Avatar.

Any advice or help?

@Blind Owl I have found that the Max size is 165x165 pixels.
Perhaps that is the problem.
