I'll be building anywhere a testi needs something as long as they are providing the materials and security detail.

Should be a joined effort. I can provide ships (little short on mining and fighters maybe, but logistics is covered) and after all everyone can only fly one ship at a time and any outpost build by a joined test effort should benefit the org not myself alone.
