I agree with previous response - there is a close to 100% probability to see caterpillars and upgrades to them available during anniversary sale, or even earlier .. if LTI is important for you - you need to buy some ship with LTI before that, and only buy an upgrade from said ship to caterpillar during the sale .
Have you tried contacting @SpudNyk?
