I downloaded a blank template from http://www.imastarcitizen.com/
Then I matched the font style and color in Adobe Fireworks and export a text layer template for the body copy with what ever the target citizen data should be.

Grab some appropriate music, video and some animated gifs plus some static art that the subject might use.
Mix down, edit the video in Adobe Premiere Pro and Quicktime.
Correct, crop layer art in Adobe Photoshop and Illustrator.
Edit create some gifs in Adobe Fireworks
Import all elements into Adobe After Effects and layout my timeline.
Finally exporting as a Quicktime movie file and uploading to YouTube.
