New Rig advice for potential TESTie

So I'm helping a friend build a rig for his first time. So any input on how to best waste his money would be appreciated.

• Good ol' USA, New Mexico
  
• $1000 - $1300
  
• Fresh build (he has little to no knowledge on building a rig)

• Store - No preference for store, preferably online.
  
• Uses - Gaming, Photoshop (propaganda making)
  
• Time frame - As soon as humanly possible.

He ended up picking the 980 over the 970.

Looks pretty well optimized for the budget imo. I'm no expert though. I just throw money at pcpartpicker.com until I feel satisfied.
