Wierd design feature

So I read this on the RSI update:

"We’ve got NPC’s leaning against walls, sitting at booths, drinking at bars, using vending machines, and even using the toilet!"

My question now becomes; why even do the animations unless a player can perv in and peek on them?

Maybe they just mean go to the bathroom, rather than actually physically use the toilet? Idk, it seems a tad weird thing for them to mention haha

Well you can't say they are not detail oriented. I wonder if there will be an assassination mission where you kick in the stall door and shoot an NPC with he is in there.
