As far as I'm aware it's like the 890j, they never made any CCU... I could be wrong and happy to be corrected but I think those and the F8 are main ones that don't have CCUs, at some point the Glaive even had/has CCUs if you have the right badges.
Maybe it was upgrade from variant only, but I do remember upgrades available from the Andromeda and possibly other Constellation variants.
You cannot CCU to a phoenix or any other hull limited ships (890, pioneer, Idris, javelins, kraken, etc.)
IIRC, Back when the Connie was split into 4, you had a choice of what to get, but tht required you to have the Connie back near the original kickstarter.
The most reliable way to get one is to buy a pack that includes one, like the RSI complete pack, or one of the St. Patrick’s day packages if you are okay with the emerald.

It's going to be hard to get, it was only sold during the initial phoenix sale and now goes for thousands of dollars.
CIG sold Phoenix CCUs only one time and only during 1 hours before they realized their error and removed it. So... Phoenixes CCUs may still exists, but they being a unicorn-like thing...
There is another way to grab one with LTI, and it is using a Phoenix Emeral package:
and applying a Nomad or Mantis LTI CCU to it. One like this one...

o noticed your post and i have a similar ccu that adds the lti, i traded for it years ago. i wanted to check if i melt it and buy it back with cash will i be able to gift it and will it still have lti?
Yeah! if you never applied it and you buy it back, it should keep the LTI, and it should be giftable.
