Yes there is a huge difference in texture. The rough mats are designed to catch and drag so things don't slide easily (you can still move a mouse across it, but it would honestly cause fatigue pretty quickly). Beyond keyboard/HOTAS/static peripherals, yes I think they would be great for a note...

Welcome to TEST! I wouldn't worry about the budget of the game. Many AAA titles with larger budgets spends over 100 million on advertising, which CIG doesn't have to do because of how high profile the game is already.
