Oh yeah, seizing bank accounts wouldn't stop a black market. Like you say, people would pay with goods and trade goods. High value materials and goods would be used as a kind of currency, like gold or other precious metals or materials.- Ammorn

Yeah, a physical cash/coin version of the UEE Credit in game. Unless the UEE Credit is some kind of Cryptocurrency where you could just store your credits on your datapad or MobiGlas and wirelessly send your credits to others with no banks involved, then the UEE could just freeze and seize bank...- Ammorn

No, I mean all in game money. I'm not talking about trading real money for in game money, allowing it to be converted back to real money.
