I thi k its a good distraction technique. if they can write a bad joke on the side of all my ships missiles it may help repel countermeasures, but the missile has to survive the joke itself befor it can be fired.... might not work.

Being a resident of the UK it is a term I am familiar with - as far as I am aware it means being strongly supportive of something, often while being exceedingly vocal in a positive manner. A full throated endorsement of something would be one which is overwhelmingly enthusiastic.
