IT stands to reason that it is a volume measure. There is no weight in space, only mass. More mass, slower acceleration/deceleration from the same amount of power, is all. So a ship can't be 'overloaded' - the only limit is volume/attachment points.

The capacity of the ships isn't changing, just the unit of measure. A yard is 3 times longer than a foot; a cubic yard is 3x3x3, or 27 times the volume of a cubic foot. If the former capacity were given in cubic feet, and you changed the units to cubic yards, you would have 1/27 as many units...
