re: turret gunners, I've been talking about this with some people, CIG has to essentially give "bonuses" for multiplayer/turret gameplay, otherwise yeah, nobody will ever multi-crew. Recommendations are things like, make all turrets powerful...like, quad Size 2's on smaller ship's and quad Size...
