In the UK for CIG stuff it's 20% on everything you buy in cash. When you rebuy a melted ship with cash you get charged 20%. Yes it is a total fucking ripoff but welcome to the UK shit hole of Europe.

Yeh people tend to sell them for less than 100% price so you save money. Also you save money on tax as they add for example 20% vat to the UK players yet if you pay in credits you don't pay that 20%.
