Have you posted a WTB thread in the marketplace here on TEST. You can usually get ships of of other TESTies for cheaper than on the grey market. I've bought almost everything (not from RSI) exclusively from other TEST members.

Spring/early summer is high time for exercises for us. We spend a couple months away training on a brigade level, so we're constantly prepared if called upon. The rest of the year is spent primarily in garrison, going on training courses and doing in house training.
