I think that 3.0 is just falling behind but the ship teams are still on time with their production. I don't think that the game mechanics are being bumped up since the people who are programming those mechanics are the ones who are not completing their work on time for 3.0. The ship teams are...

I think that the BUKs have their own insurance and are not effected by other ship's insurance. The ship itself and the gear it comes with are all effected by the ship's insurance.
