Well I think they said that it is going to be possible to populate new / just found systems though that it's not quite in your hand cause if it's a good one it will automatically populate habitable planets with npc's. Don't quote me on this one though

That is a valid point. My system was overheating and limiting itself so maybe it's too hot in your case? Or could dust be your problem? Well I don't exactly see any other problems with your system, it's good. Though I prefer less sticks with higher capacity
