I have found that if you just switch helmets and back again that flashlight will work again.

So far have only tried to do the missions where pickup is on Cella, where you can not pickup the package. There are plenty of tickets on that issue though. I currently and actually have never been able to pull and shoot a pistol or SMG. Ship Weapons fire just fine, but no personal weapons...
