I wouldn't rule out espionage. Like maynard said, "condone it or no, it would be a mistake to rely on it", but I don't think it should be abandoned as a concept or dismissed as an option.

How much freedom would a diplomat have in regard to negotiations? Would they just receive orders from command, or attempt to make decisions first?

Three options in foreign policy: War (blow 'em to shit), Diplomacy (negotiate them out of their ships), or Espionage/Covert Action (sneak into their ships and blow 'em to shit).

@Groundstain, I liked Matt Smith, but also quite liked Christopher Eccleston. David Tennant was Doctor during the period I was most interested in the show. Peter Capaldi is a great actor, he was amazing in The Thick of It, but I don't think he's worked that well as Doctor as much as I want him...
