It might heavily depend on the overlap of requirements between 2.6 and 3.0... but really even if there is plenty of overlap, skipping 2.6 and going straight for 3.0 misses the point of bringing things out to us piece by piece so we can test it, rate it and hate it.... (was just going with the flow there, don't mind it and have a waffle!)
I believe 2017 will be the year in which production speed (of usable content) will improve considerably. Right now a lot of back-end work is being done which is crucial to support the content that we so desire. Once it is done and resources can be put elsewhere, we'll see production speed rise. Which might be a must, depending on finances and goodwill for the project.
