Because it encourages more devs to make their games pre-orderable, and frankly, people have no idea what they're buying. This could be the shittiest game of 2015 ;) we just wont know.

you'll need to download steam to download the game when it releases, but thats it

No, that client from them is optional. No one really uses it.
The CD key/ Product Keys will be for Steam, anyways.

Just found out my season pass product key is now available. Go to steam, try to activate it, and it says to activate the game that its for, first. Triple check - I have the expansions - before the game.
