I'm leaning towards it being for humans. I see the reasoning for the other option, but that wouldn't explain 2 things. One, that there's Standard in the message, and two, that there message is in Traditional form, rather than the center-aligned, equal-spacing Banu standard public/government style.

The Banu is in the details. Beware of the fine print in languages that you can't accurately translate into something that makes sense to you.
