Does around 75% Norwegian heritage count. My grandparents all spoke Norwegian fluently even though they where born in the US.

My grandparents tried to teach us but we were too stupid. The only thing that stuck with me was "kan du snakke norsk" which doesn't do me much good if I can't understand any thing after that.
