I think Ben said a couple of years ago that all jump capable ships were going to start with a jump drive now as they felt it would be confusing to new players to not be able to leave the system. Of course that may have changed again since then.
If a system ends up having as many destinations to be and do things as Hurston is turning out to have, I don't think being able to leave the system is going to be an issue, but I totally get what you mean.
To be honest a Jump Drive is only a modified Quantum Drive so it may be as simple as gluing a calculator to it and pouring more fuel in.
