Can someone help setting up the Thrustmaster T16000M Duals?

Can someone help me with this? For some reason the modifier isnt working. I downloaded Buzz Killers profile and I also downloaded joy to key, but the modifier isnt working.

I use T.A.R.G.E.T. and the only have that gives me issues with using a modifier if X4 (but that is because it has terrible game design and horrible support of modifiers in general.)
