What kind of fun stuff have Testies been making lately in KSP??

DARPA puts out solicitations like this often. So do several other DoD agencies. The trouble is, most of the solicitations are too small to be worth chasing, and they always seem to grant "government use" rights which means if you land the project the best you can do is cost plus 8%. Hence why government military projects always run cost plus and always run over time and budget.
Stuff like this is just wish list stuff. They may get what they want but don't bet on it. More likely it is just a way to line the pockets of Boeing, L-M or N-G, since Firefly, Blue Origin and others are all already converging on this market. There is no need for a solicitation when private enterprise is already trying to give you want you want, except to tilt the playing field. This is very likely dirty money for LockMart or N-G.
