does this mean that base building and crafting is closer than we think?

so this is my intended gameplay loop, and with them starting to work on the pioneer, and stating that base building will be out before it is out, and now the tracker showing this....

does it mean we will get this early next year?

No, it just means they haven't finished the tracker for next year yet.
But it is certainly encouraging that they're already working on it.

That's right, I know it's potentially a bit confusing, but the end of the bar in the progress tracker does not mean the work is finished by that date, it just means the currently scheduled (and public) work will run up to that date.

CIG typically take some time in January to plan out more work for the next year, so by late Jan or early Feb we should see new tasks appear in the progress tracker reflecting the work planned on those tasks. But even the end of those bars doesn't necessarily mean the work will be complete by then. Just that it hasn't been planned and scheduled beyond the currently-shown end date yet.

It means the planned work was planned to conclude by that date. Not that any work was ever done. For example the team got pulled off the task part way through for something with a higher priority would not show up in the tracker.

The progress tracker doesn't show the progress of any task, unfortunately.

As an example The Retaliator Gold Standard, and modularity were both on the tracker as complete in Summer of 2021. Nothing was shown on the tracker after that until recently they modified it so that the gold standard went all the way from when it ended in June of 2021 until May of 2024. So it was worked on the entire time? Not likely,
