I haven't paid much attention to the RSI shop during conventions. However I have heard that CIG often sells exclusive ships during conventions like these. How and when is this normally done?

I couldn't say for sure, but it wouldn't surprise me if the flight ready ships (SH, Sabre, Delta, 350R) went up for sale again. I doubt the bigger ships still in concept will be available until an anniversary sale.
Also, they will probably announce something new or previously rumored at and that will be for sale.

In 2015, afaik there was an anniversary sale in July. This year zip; sad enough.
But I also have hope for the GamesCom and a corresponding sale.
To be serious: they SHOULD do something, I think, because the backing sum in July crashed down way under the mark of 1 Mio Dollar, reaching even less funding than the very weak July 2015:

They Normaly start the sale on the day of the stream and it continues for a few hours to a few days. But if its a concept ship it will be sold for 10 days after.
