I wanna make a Signature Banner

I have been meaning to make a proper signature banner and feel i have the spare time when im at work to do so. Any one have suggestions on an easy way for me to make an animated banner. Something that would require minimal or no Photoshop. I know how to use Photoshop. not so good with making gifs in it though. Plus i dont have PS installed on this particular computer.

it would be nice to make basic assets and drag and drop to add animated gifs
