If you poor beer in your water cooling system it may help a little bit but I would think that for Star Citizen you would at least need a Pentium M processor. Also your physical architecture is only x86 (32 bit arch) not x86_64 (64/32 bit arch) and to be able to play Star Citizen you need a 64-bit arch and a 64 bit Operating System.

Star Citizen's minimal req's list the Intel Core 2 Duo E6600 as the minimum and this is how your current processor compares.

Core2 : 2.4 Ghz x 2 cores > 0.133Ghz x 1 core :Pentium

Technically, if you used some pure magic as thermal paste, your CPU would run so fast it would duplicate into a GTX Titan and you'd be able to run the game.
