when you call a mechanic, it shows you the list of garages/apartment you have, so if you only have 1, it's always that same address every time.
Also, the armored truck is more random I think.
I've seen it pop up on the map a few times, and I managed to "steal" one before I blew myself up... there's a little white truck icon that appears on the map when they spawn, and you're nearby. You have to be quick though, as other players can get to it, and it may go too far and disappear too.
