so can any Constalation carry ursa rover? How about other ships like Starfarer?

The only Connies in 3.0 are the Andro and Aquila, both can carry the rover. And yes the rover fits into the Starfarer. You can technically squeeze 2 or 3 in it.

All connies should be able to carry an Ursa and I've seen on reddit people posting more than 2 in Starfarers.

As far as I've seen on streams, players only have time to spawn their ship and take off. If you have any delays getting off the landing pad at Olisar ATC despawns your ship. So most are like you said, flying elsewhere to pickup their ground assets.

Most mining locations have landing pads where you can spawn rovers too, got mine on Shunin
