The TL;DR version of all of this is pre-set configurations by the OP for use in-game. I'm making use of the "Optimized" configuration, and I'm getting more performance out of my GTX 760 than I thought imaginable! It's so smooth!
You can definitely see where he's getting the performance, though, as the shifts from LODs and texture levels beyond your character is noticeable. But in order to get performance to increase gameplay, this is a fantastic solution until CIG implements their own optimizations.
