I mean, in some capacity that's the plan iirc. Though no, you can't replace S3 turret with an S8, that's obviously a bug. So in the future it'll only work with turrets compatible with that ship.

I'd speculate that it'll pertain to both what works with the ship as well as the hard point that the person is looking to add the turret to.
