No hype train, it is a reference to the Retribution.
The actions of the post happened well before the events that will take place in Squadron 42, as almost all lore dispatches are. With the foundation of the consortium, and their joint product, the Retribution, being a fresh occurrences in the lore, it can then be strongly argued that this is infact a reference of the Retribution.
