Because they're focusing on space whales first.
There's no space penguins in 3.0 PTU because our wonderful @Blind Owl has returned.
when penguins are black and yellow, TEST will promote Space Penguins

Apparently landing is hard in 3.0 lots of crashes, that's quite hard on a penguin so they are taking a break.

Haha, I did the exact same damn thing. I was like, WTF are "wind up penguins?". I had a mental image of wind lifting penguins . . .it was weird.
