No, see, we're asserting our dominance and educating those that need it. They're just sitting on our seat keeping it warm while we were getting a beer, and we come back in to sit down and just kick them off our seat if they don't intuitively get up like they should. We shouldn't have to ask them to get up, they should know better and thank us for letting them use our seat.

Steal is just the mistaken word used by people that don't recognize our superiority and authority as we take what is ours that they have in their possession.

Wait, I gotcha. Everything is ours, but we can let people have things so we can steal them back.
That's a step better, but we can rent things to people so we still own it, but we can still steal it back.

How about Leir?
It currently occupied by some separatist faction who don't want to have their stuff infected.. but they have a couple of valuable planets, and a jump straight to Vanguard. It also has some already habitable planets.

I do believe @Shadow Reaper would agree with you. The Outsiders in Leir are just begging for liberation . . .from themselves.
What ever happens to the hippies on Leir is their own fault for being on our planets before we got there.
