I'm building a PC. I'm trying to get good performance with Star Citizen. My current (basic) list of stuff:

Intel 900P Optane SSD (280GB)
Intel i7-7700K
GTX 1070 TI
Ripjaws X 16GB RAM (2x8)

Would that run SC, and is that a halfway decent build or am I failing miserably? I've never actually built a PC before :3

First of all, if you already have a PC that can run SC 3.0 in the Universe at 15-20fps, don't expect any benefits from a new machine! The problem is not on your end. If you can wait with a new build, than I'd suggest you do, until the game gets more optimized and new hardware comes out.
That said, if you want a good PC, you are on the right track for a great machine.

Optane feels like total overkill at the moment, a basic SSD would be just as good for gaming, for much less money. If you don't mind spending so much money on something that currently has no benefits over a simple SSD, but is future proof, it is a good choice!

i7 is nice! For SC in the long run, going for 8 or more cores is supposed to improve performance. I'm no expert on processor versions, so I can only tell you that it runs perfectly fine at the moment on my "old" 4core 4670K. I'm sure someone else here will point you in the right direction for which generation of processor to go for.

GTX 1070 TI is an interesting choice, as far as I know it's pretty damn good in price/performance! The important question here is, what display resolution are you aiming for? HD, 4K, 3x8K monitors? :D

RAM! Go for More RAM! If you can afford it, go for 32gigs, I heard it improves performance in SC a lot. I got 16gigs and it runs fine, but more RAM never hurts!

Yes, it would run SC fine, but right now your hardware isn't the limiting factor, its server side.

Why a 6700k? A 7700k doesn't cost much more, a 8700k costs $50 more, but has 6 cores... ow the mobo also costs more. If you have one already, save the money and use it. If you must buy a new CPU go for the 7700k. The 8700k would be better, but the CPU costs $50 more, the mobo also cost $50-$70 more. In the long run, the 8700k will pay off.

on something that currently has no benefits over a simple SSD

well, an Optane is 4 times faster then an 850EVO. It also costs 4 times more.

I stand corrected, 4 times the speed could be beneficial for cache files as SC is currntly doing a lot of swaping files to disk even if you have tons of ram. If you just game on it, to me it still feels like too much money for not that much performance gain, but if you can afford it, its a great choice!

Im not sure about the selling the sabre part though, isn't the ship tied to having the optane drive in your machine?

I got it for free, had to upgrade my mobo to use it, no free slots available anymore. And yes, its a lot of money to invest, but the mobo upgrade also got me rid of the regular system freeze problems.
isn't the ship tied to having the optane drive in your machine?
I don't think so, it is just tied to the Optane. If you get an Optane, you get a Raven code for free. If the Optane gets returned, the Raven should be gone.

Ok so i7-7700k and more ram. Got it. And I don't have anything ATM, I've never owned a PC other than a couple laptops. Always been a Mac guy for editing and media.

What motherboard should I use that can fit all of the above?
H270 or Z270 chipset. The difference between H270 and Z270 is:
- Z270 is CPU oveclockable
- Z270 can have other PCI-E Configuration

I never saw a big advantage in overclocking, it needs better power supply and better cooling. I'm satisfied with stock CPU speed. If you want to have the option to use SLI, the Z270 is better. I also don't see an advantage in SLI above a better GPU. SLI also needs better power supply and cooling. For me 20 PCIe Lanes, 16 for GPU, 4 for Optane work. This however is a personal preference.
If you choose to go for H270, pick 2x PCIe x16 and 2x PCIe x1. 1 PCIe x16 for the GPU 1 PCIe x16 for the x4 Optane. I picked a uAtx Mobo. It fitted perfectly in my existing case and had exactly enough slots.
