My assumption is that everyone in the ORG has at least one ship. Why buy a pack of about 150 ships to spread round 17,000 people when we already have at least 17,000 ships?
I myself have 5 ships. If everyone in TEST (on average) has 5, we have 85,000 ships. The Legatus pack is an insignificant dot next to the TEST flotilla!
