it's the end point of the Gulf Stream, so it is probably warmer than the water where I am (California...the Pacifiic is FREEZING!)
The Canadian part of me is laughing his ass off, and inviting you to a polar bear swim in January. The Texan part of me is shivering his noogies off just thinking about it.

Today the water is 17C or 63F to you, wet suits are a good idea.
I'd think any kind of clothes worn in the sea would be wet. But nice to make it an occasion in formal wear gowns and suits... does one wear a tie or bow, though?
As a former (and possible future) sailboat and catamaran guy, and current Houston area resident... I watch these things develop by force of habit.
