That's one of the things I'm looking forward to in SC. While you can certainly maintain a presence in a sector, the game mechanics prevent actually locking it down. I expect to see lost of inter-org combat, but I don't think we'll be seeing groups carve out sectors of space and call them theirs outside of the immediate influence of an org controlled station or bengal.

Frontier space should be dangerous, even better if it's players who make it so, much better than any raider pack AI that can be made today.

It'll be interesting to see how sector control works since, as other people have mentioned, you can't really lock down areas because of the instancing. It may end up being more of a "this group commonly runs in this area" kind of thing where you just have to be aware that you might run across certain people depending on where you are.
