my advice is to contact CIG for how to go about it right
I 'bought' an account to get a ship that wasn't giftable
then when my ISP got acquired they closed down the old email server i had connected to the account
now I can't log in because 2-factor authentication
and I can't provide the original backer's documentation CIG requires to give access the account

afaik CIG will not participate or provide help in selling the account.
I don't think they actively hunt down such accounts and somehow tolerate it. (unlike it has been stated)CIG in 2016 said:

Don't market it as selling credits. Those are sold at 70 - 90%????? I'm not in that market.
LTI makes ships more desirable than the standard 6 months.

You can sell your account on Star Hanger, they have a pretty involved process that protects both the buyer and seller and documents everything.
I would not say Star Hangar is safer than others. They just collect your ID (passport with photo of you). That does not prevent anyone with malicious intents, photoshop do exist...

My Advice,
Sell your game packages/pledges on grey market.
And KEEP your account.
You may change your mind in 3 years and if you keep just the account,
you'll get free exclusive goodies as the years go by.
P.S.You can make all that sellable again with a little finagling.
But it is going to require about $40 new bucks or so but then you'll have control and be able to sell.
What you do is melt everything not tradeable so you have all that RSI credit.
Buy a cheap base ship, can be anything, apply CCU to that ship that uses as much of your RSI credit as possible.
Then you can recover the majority of your spend cash on the grey market.
WITHOUT selling your account.
