The cheapest you could use would probably be a phone charger if you have a few laying around like I do. If you are concerned about poor regulation, clamp the voltage with a 5v zener and a resistor, less than $1 if you have a local source.

I had a similar setup. Ditched for a 970 (before the 3.5GB-.5GB ram thing was revealed). So much happier. I'm only running a single 1080p monitor and it works very well for everything i have thrown at it.

This is a known issue with the 300 series, they are missing about half of the cooling systems currently. The 300 series is eventually going to be reworked, so this is considered low priority for CIG.
