I agree perfectly with that. In NC people never pay attention, even when in a clearly marked and lighted convoy for FEMA we had issues with people attempting to merge through us because they didn't want to miss their exit when they had close to a mile to merge behind us.

I would recommend waiting, really. The perks are not insanely useful. I did it over the space of 2-3 years back before I was making plenty of money. With the funds I have now I would never throw them in one place that quickly again.

Just going by a recent class we had on cover and concealment. 18 inches is enough to take some force from or turn away a round, hopefully saving your life. Anything less tends to be ineffectual but its highly situational.

Anything less and they are not effective as cover, only concealment. Particularly against the large caliber guns on vehicles.
